The position is assigned in the Energy Sector Office of the Sectors Group (SG-ENE) under the Sectors Group. The Sectors Group is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The Sectors Group delivers or supports the delivery of sovereign, nonsovereign, and advisory operations, and knowledge services, supports regional departments (RD) and resident missions (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally. SG-ENE is responsible for ADB’s energy sector operations. SG-ENE deals with policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work and most loan and technical assistance processing and administration in the energy sector. SG-ENE is also responsible for implementing two ADB corporate initiatives: the Energy Transition Mechanism (ETM) and the Just Energy Transition Partnership (JETP) programs

Job Purpose

 

The Energy Specialist will identify, develop, process, implement, and administer projects, loans, and technical assistance (TA), and non-lending products and services (NPLS) in the energy sector (including climate change mitigation projects) that contribute to ADB’s goal of reducing poverty. S/he will also provide analysis and information in the formulation and articulation of energy sector policy and strategies; engage developing member country (DMC) governments in policy dialogue; and conduct ADB’s activities to support sector policy and reforms. The incumbent will support collaborative partnerships with other ADB departments such as Climate Change and Sustainable Development Department, Office of Market Development and Private Sector Development, and Private Sector Operations Department, and the Regional Departments, and with co-financing units and development partners to deliver value-added services in the energy sector to ADB’s DMCs. The staff will have dual reporting line and report to Director, ENE on operational and policy-related matters, and to the Regional Director, SPSO on day-to-day administrative matters. The incumbent will supervise one or more National and Administrative Staff.

 

 

Responsibilities

 

• Participates in country teams and provide inputs for country and regional partnership strategies and business plans.
• Supports the development of policy and strategies in the energy sector for sustainable and low carbon development in the DMCs, in consultation with relevant government agencies and resident missions in the region. Collaborates with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
• Conducts policy dialogue to assist governments to undertake energy sector reform, ensure efficient use of resources and encourage participation of the private sector. Identifies investment opportunities in clean energy including through the utilization of special funds supporting climate change mitigation.
• Prepares reports describing the impact and progress made relative to program objectives, identify any gaps and emerging operational issues, and identify best practices and lessons.
• Closely coordinates with the Regional Departments (RDs) and Resident Missions (RMs) in identifying, developing, processing, and administration of loans, grants, and TAs for the Energy sector.
• Liaise with other development agencies to coordinate activities.
• Manages consultants and government counterparts in the process of conducting feasibility studies, due diligence, and project implementation.
• Ensures quality and compliance of lending and non-lending products and operations with respect to energy policy strategies. Ensures technical, economic, financial and crosscutting issues are incorporated into projects.
• Develops and maintains suitable networks to keep abreast of the latest developments and issues.
• Contributes to internal and external training and conferences on climate change, energy transition, and other relevant activities for advocacy, dissemination, and knowledge sharing.
• Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
• Ensures the on-going learning and development of reporting staff.
• When designated as a member, represent the Energy Sector in discussions during country management team meetings.
• Performs other duties that may be assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

• Master’s degree in engineering, economics, finance, business administration, international development, public policy, social sciences, or relevant fields. Alternatively, university degree in related fields combined with at least 5 years specialized experience relevant to the position can be considered.
• Minimum of 8 years of relevant professional experience including international work experience.
• Able to act as a team leader when required with supervision from the Director or a more senior team leader.
• Significant expertise within a specific area of ADB's operations, or breadth across multiple areas with in-depth knowledge within one area
• Able to mentor team members, providing guidance and advice on project or technical-related matters.
• Able to coach team members to develop their capabilities/potential.
• Excellent written and verbal communication skills in English is required

General Considerations

 

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
