Org. Setting and Reporting

This position is located in the Movement Control Section (MCS) within the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York.

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Movement Control Officer reports to the Chief, Movement Control Section or designated official.

Responsibilities

Within the limits of delegated authority, the Movement Control Officer will be responsible for the following duties:

1. Plans transportation for contingent deployment/rotation/repatriations and United Nations Owned equipment:

• Analyzes, plans, implements and manages transportation of personnel and equipment of countries contributing contingents and United Nations owned equipment to and from the United Nations peacekeeping missions delegated. Within operational parameters established by liaison and coordination with DOS, the Department of Peace Operations (DPO) Military Advisers Office, the Department of Political and Peacebuilding Affairs (DPPA) political officers and other Logistics personnel, resolves the most cost-effective and operationally efficient plan for each movement requirement.
• Finalizes the plan by liaison, negotiation and coordination with the mission, the relevant Permanent Mission and directly with the National Government where necessary prior to implementation. Resolves any conflicts between these organizations. Analyzes and confirms that rotation/deployment plans are in compliance with the Guidelines for Governments Contributing Troops to UN Missions (that is, within the broad parameters given) and with the field missions' operational needs.
• Attends DOS troop-contributor meetings on allocated missions and any mission planning meetings with or on behalf of the Unit Chief and brief attendees on movement related matters including planning parameters and current situation.

2. Develops and implements movement plans:

• Prepares cost estimates for mandate periods for budget purposes.
• Prepares requisitions or Letters of Assist for the required movement ensuring that requirements and specifications are accurate and complete and obtain funds availability certification.
• Coordinates requisition process with Procurement Division (PD) to ensure that bidding and approval processes meet required timetable.
• Ensures bid document prepared by PD conforms with operational requirements and attends bid opening when necessary.
• Reviews bid responses and conducts operational and technical evaluation and analysis of the bids (including any alternate options proposed by bidders) to ensure offers meet technical requirements and matches operational needs. Ensures vendor documentation is correct. Prepares bid evaluation be forwarded to PD.
• Negotiates with Permanent Mission and/or National Government to resolve Letter of Assist details within the required operational parameters. Establishes financial limits as being the equivalent cost to the United Nations. Prepares Letter of Assist submission for Committee on Contracts including justification and recommendations. Prepares Letter of Assist.
• Attends and advises Committee on Contract on award with Unit Chief when required.
• Keeps DOS, Permanent Mission and Peacekeeping mission informed of progress throughout process.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Competencies

• Professionalism: Knowledge of steps involved in a large volume transportation program; ability to prepare and negotiate transportation requirements with representatives of air, sea, and surface transportation contractors; understanding of regulations and requirements designed to ensure the safety of personnel and goods transported by contracted carriers; ability to perform research and to evaluate and integrate information from a wide variety of sources and to assess impact on transport operations; proficiency in electronic spreadsheets (Microsoft Excel) and PowerPoint presentations; proficiency as an end user with databases (input of data and running of queries). Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

Advanced university degree (Master's Degree or equivalent degree) in supply chain management, business or public administration, transportation management or other relevant area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in Dangerous Goods Transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is desirable.

Work Experience

• A minimum of five (5) years of progressively responsible experience in administration and management of transportation is required.

• Experience in at least two (2) modes of transport (air, sea, road, and rail) including the planning, coordination and executing of large-scale personnel and/or cargo movement operations at the international level is desirable.

• Experience in the assessment of contract proposals for movements in two (2) modes of transportation is desirable.

• Experience working in or in support of a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organization is desirable.

• Experience in using Enterprise Resource Planning (ERP) systems such as SAP, including supply chain modules such as Transportation Management (TM) module or equivalent is desirable.

• Experience in sourcing, cleaning and preparing data, selecting and developing visualization/metrics in transportation, procurement, and/or supply chain management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• This position is financed by the Support Account for Peacekeeping Operations. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Appointment or assignment against this position is for an initial period of one year.
