[PURPOSE OF THE POSITION]

The Interim Communications Director (DirCom) develops, guides, and implements communication strategies and activities for MSF Korea with the objective of raising awareness of MSF and its medical humanitarian work and principles towards the public in South Korea.

The Interim DirCom ensures the development and delivery of coherent and clear public messages linked to MSF’s field activities and the humanitarian principles that underpin them. The Interim DirCom actively contributes to the anchorage of MSF in Korea by interacting with other departments by providing guidance in content message.

The Interim Communications Director’s core objective will be to ensure the delivery of the annual plans aligned to the current and future strategic plan.

• Increase MSF’s awareness and engagement in Korea;
• Develop a communication approach and activities that are supportive of MSF Korea field HR and fundraising objectives while ensuring coherent messaging and branding;
• Ensure that MSF Korea communications reflect and are aligned to MSF principles, unique identity and temoignage and advocacy goals are at heart of initiatives.

The Interim DirCom participates in international MSF working groups and frequently interacts with communications networks and international offices to assist in the implementation of MSF’s communication strategies and activities in Korea and beyond.

[MAIN DUTIES AND RESPONSIBILITIES]

General:

As a member of the MSF Korea Management Team, the Interim DirCom will:

• Participate in developing and carrying out organization-wide goals and objectives, formulating and administering policies, and making decisions with an organization-wide impact as a member of the MSF Korea Management Team
• Contribute to shaping the strategic direction of MSF Korea
• Be accountable for delivering relevant communication strategic objectives on time and associated budgets
• Represent MSF Korea within the MSF Movement and externally to further its objectives and when required

Main Responsibilities

• Ensure and be accountable for the design and delivery of a comprehensive communication approach to Korean public, including the development of strategies related to specific channels or audiences through contents development, media relationships, public engagements, and digital communications that will allow MSF Korea to deliver its temoignage, advocacy, field human resources and fundraising objectives
• Develop departmental budget.  Implement, control and review approved departmental budget, in accordance with MSF’s policies and procedures and provide quarterly report on achievements and expenses
• Lead and oversee the development and implementation of MSF Korea efforts to increase awareness and visibility of MSF’s activities, accomplishments and concerns, expertise through all relevant channels
• Monitor and distribute relevant field operations communications and tailor MSF message to the Korean context to reach the desired impact whilst remaining accurate and respecting the dignity of those affected by humanitarian crisis
• Direct the strategic planning for, and collaborates in the implementation of all media activities that target the Korean audience and Korean based media to position MSF as a trusted and reliable source of humanitarian related information and as a professional medical humanitarian organisation
• Ensure Communications department support field human resources and fundraising in their public facing activities
• Ensures that MSF Korea’s brand identity is safeguarded and that all external communications materials and activities are representative of MSF’s mandate and image. Handle reputation management issues and takes the lead on providing guidance to the organization on public messaging around sensitive issues
• Acts as spokesperson when delegated by the GD
• Participates in the crisis management team to oversee communications strategy for Korea if a critical incident involving a Korean field worker should ever occurred

Team Management

• Leads team to create plans and oversees timely implementation, building accountability for success and failures. Analyses activities, costs, achievements to determine department progress towards stated goals and propose corrective actions when required
• Holds regular departmental meetings to coordinate, monitor and review activities
• Sets clear attainable objectives for employees and evaluate the job performance accordingly in accordance with established MSF Korea procedures
• Oversees relationships with all departmental vendors
• Responsibilities include quarterly report and budget review, signing and administering departmental contract and other administrative documents

MSF Movement

• Contribute to, shape, support and participate in global communication platform initiatives, strategies and policies in particular to MSF partners communication initiatives, including through attending international platforms and international or MSF communication meetings
• Develop and maintain relationships with MSF partners and connect closely with communications department of MSF entities in South East Asia Pacific to achieve communication and public advocacy objectives
• Identify, design/lead/participate to cross sectional communication projects where MSF Korea could bring significant added value
• Seeks and develops new opportunities for MSF Korea to be involved in MSF international communications activities such as campaigns and operational communications support
• Represents MSF Korea in any international communications conferences, seminars, if invited or seen necessary by the General Director.

[QUALIFICATIONS AND JOB REQUIREMENTS]

Essential skills and experience

• Commitment to the values, principles and MSF’s social mission
• Minimum of three years of MSF Communications experience (or similar organization) in a managerial role
• An advanced degree in a field related to the work of MSF and/or a minimum of 10 years progressive experience in public affairs, public relations, communications, journalism, public policy or related field, or equivalent combination of education and experience
• Experience in designing, managing and implementing public relations strategies for a broad range of initiatives, ideally relating to global health and/or humanitarian issues
• Demonstrated experience in successfully working a diverse team, enhancing motivation, development and performance via constructive feedback and ensuring strategic alignment with organizational goals
• Ability to think strategically as well as tactically
• Ability to think clearly analyze, synthetize and present complex information in a convincing, straightforward, and clear manner to a wide range of audiences and through multiple channels
• Ability to identify problems, collect data, establish facts, and draw conclusions including ability to read analysis and interpret professional and technical procedures
• Ability to response effectively to the most sensitive inquiries
• Work under pressure and respect deadlines
• Language: Fluent in Korean and/or English

Desirable skills and experience

• MSF Field(or other similar NPO)  in senior position or head office experience
• Experience working internationally
