Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 190 projects in 123 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective
The Portfolio Analyst, reporting to the Seniorthe Senior Quality Assurance and M&E Specialist and Senior Sector Specialist, will work as part of the Data, Results and Knowledge Management group in the Division of Portfolio Management (DPM), while supporting various assignments from two teams within the group – Quality Assurance and M&E Team (QAME) and the Sector team.
He/she will support various review processes undertaken by DPM to ensure that the GCF’s investments deliver measurable, monitorable and credible adaptation and mitigation impacts in line with projected results, by safeguarding the quality of the technical and M&E aspects of concept notes and funding proposals (CNs/FPs)s, as well as readiness grants. The analyst will also coordinate the collection, processing and initial analysis of data and information regarding implementation of projects and programmes, and generation of lessons learned for improving efficiency, impact and cost-effectiveness of GCF investments.
The successful candidate is expected to work with other colleagues in DPM and across the GCF Secretariat on supporting the adherence, by internal and external partners, to quality assurance standards and best practices in results management, while reviewing funding proposals and/or readiness grants. The analyst will also support, as part of a larger team, the operationalization of various M&E policies of the Fund, such as the recently-approved Integrated Results Management Framework (IRMF) with respect to creating guidance, templates, initial quality assurance checks and substantive review and extraction of lessons learnt.
Finally, the analyst will support the development and improvement of internal systems, tools and processes for transparent and consistent review and appraisal of CNs/FPs, as well as the design of M&E systems. These efforts are geared towards the improvement of the efficiency and effectiveness of the Quality Assurance, Quality Control and M&E functions of DPM.
The incumbent may be also involved in other tasks, depending on the resources and workload of DPM and the GCF Secretariat in general.
