The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 190 projects in 123 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective
The Portfolio Analyst, reporting to the  Seniorthe Senior Quality Assurance and M&E Specialist and Senior Sector Specialist, will work as part of the Data, Results and Knowledge Management group in the Division of Portfolio Management (DPM), while supporting various assignments from two teams within the group – Quality Assurance and M&E Team (QAME) and the Sector team.  

He/she will support various review processes undertaken by DPM to ensure that the GCF’s investments deliver measurable, monitorable and credible adaptation and mitigation impacts in line with projected results, by safeguarding the quality of the technical and M&E aspects of concept notes and funding proposals (CNs/FPs)s, as well as readiness grants. The analyst will also coordinate the collection, processing and initial analysis of data and information regarding implementation of projects and programmes, and generation of lessons learned for improving efficiency, impact and cost-effectiveness of GCF investments.   

The successful candidate is expected to work with other colleagues in DPM and across the GCF Secretariat on supporting the adherence, by internal and external partners, to quality assurance standards and best practices in results management, while reviewing funding proposals and/or readiness grants. The analyst will also support, as part of a larger team, the operationalization of various M&E policies of the Fund, such as the recently-approved Integrated Results Management Framework (IRMF) with respect to creating guidance, templates, initial quality assurance checks and substantive review and extraction of lessons learnt.  

Finally, the analyst will support the development and improvement of internal systems, tools and processes for transparent and consistent review and appraisal of CNs/FPs, as well as the design of M&E systems. These efforts are geared towards the improvement of the efficiency and effectiveness of the Quality Assurance, Quality Control and M&E functions of DPM.   

The incumbent may be also involved in other tasks, depending on the resources and workload of DPM and the GCF Secretariat in general. 

Duties and responsibilities

Purpose
Under the guidance of the Senior Quality Assurance and M&E Specialist and Senior Sector Specialists:  

• Support the review of CNs/FPs by managing the collection and organization of relevant data and information  
• Contribute to reviews of CNs/FPs conducted by Sector Specialists and M&E Specialists, including through the application of the Innovation and Additionality Tool and the Investment Criteria Scorecard; 
• Support the delivery of sectoral analyses which will enable prioritization of knowledge products from the portfolio under implementation  
• Facilitate efficiency and effectiveness of DPM review processes through the provision of regular, periodic feedback to team members;  
• Support, as part of internal teams, the implementation of various M&E policies, such as the Integrated Result Management Framework (IRMF) and Evaluation Policy, as well as the execution of portfolio reviews related to results generation and measurement. 
• Contribute to reviews of M&E aspects of CNs/FPs 

Engagement

• Assist in the design and delivery of capacity building initiatives to improve internal and external partners’ competencies with respect to GCF-compliant M&E tools and methodologies.  
• Collaborate with other DPM internal teams and GCF Divisions to support the development of internal tools and processes to improve the effectiveness of M&E processes, as well as the monitoring and assessment of impact, risk and performance within GCF portfolio; 
• In collaboration with DPM’s Results and Data Management (RDM) team, support the efficient identification, extraction and management of data in support of the Technical Quality Control, Quality Assurance and M&E functions of DPM;  

Delivery
Support the development of effective ‘learning loops’ within the programme/project cycle by: 

• Develop and implement transparent and user-friendly processes for compiling, processing, and conducting initial analysis on M&E and other related data and information from the GCF portfolio in support of Transition Area Portfolio Reviews (TAPRs), M&E and impact reviews, and other portfolio reviews; 
• Support the analysis for portfolio performance reviews, including for specific AEs, regions or sectors, as required, and assist in the development of knowledge products;  
• Develop recommendations for further analyses of portfolio performance from an M&E and sector risk persp

Required experience and qualifications

• Master’s Degree in economics, statistics and econometrics, engineering, environmental sciences, finance, climate change or other related fields; or  a Bachelor’s degree with 2 additional years of relevant experience. 
• A minimum of four (4) years of relevant experience in project management cycle, preferably in the fields of development and climate finance;  
• A minimum of two (2) years of practical Monitoring and Evaluation experience, preferably with focus on climate change, is highly desirable; 
• Basic knowledge of methodologies used for measuring climate impact, both mitigation and adaptation;  
• Outstanding interpersonal, communication, listening, relationship management, collaborative, and negotiation skills; 
• A team-player with a proactive, solution-oriented and can-do attitude; 
• Understanding of international climate policies and country-driven approaches in the field of climate change mitigation and adaptation, as well as the Fund’s financial and sectorial investment areas, is an advantage; 
• Excellent oral and written communication skills 
• Experience of research study design and implementation and data analysis 
• Proficiency with data management programs, such as Excel and Tableau  
• Fluency in English is essential and working knowledge of another UN language is an advantage
