Managing Director, Complaints-resolution, Evaluation and Integrity Unit

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 105 approved members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.

The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and forms part of the Bank’s Oversight Mechanism, created by its Board of Directors (Board) under Article 26(iv) of the AIIB Articles of Agreement. This provision empowers the Board to supervise the management and the operation of the Bank on a regular basis, and establish an oversight mechanism for that purpose, in line with principles of transparency, openness, independence and accountability.

The primary responsibilities of CEIU are set forth in the CEIU Terms of Reference (ToR). They are to (i) selectively assess the quality and results (for completed projects) of the Bank’s ongoing and completed investment portfolio in accordance with the AIIB Learning and Evaluation Policy, (ii) serve as the focal point for external requests or complaints regarding compliance with AIIB’s Environmental and Social Policy under the Project-affected People’s Mechanism Policy (PPM), and (iii) investigate project-related fraud and corruption cases in accordance with the Policy on Prohibited Practices. The MD-CEIU reports to the Board of Directors.

 

 

Responsibilities of MD-CEIU

  • Set strategic objectives and direction for the work of CEIU in accordance with the CEIU ToR.
  • Prepare and update, where needed, relevant policies, directives, administrative guidance, methodologies and processes for the conduct of activities CEIU’s three functions as outlined in the CEIU ToR.
  • Prepare, in accordance with the CEIU ToR, an annual work plan and budget.
  • Oversee the preparation of reports, briefs, presentations, etc. on findings, lessons, and actions taken in each of CEIU’s three functions.
  • Report quarterly to the Board or its Committees, as appropriate, on progress and results of CEIU annual Workplan implementation.
  • Provide independent input to the President when Management formulates and/or reviews policies and strategies.
  • Lead and coordinate the outreach, training, cooperation and associated activities of the three functions of CEIU.
  • Act as appellate body for complaints received in relation to requests for information under the AIIB Policy for Public Information.
  • Represent CEIU in international and peer institution conferences, annual and consultation meetings, membership events and relevant discussions with partner institutions, external stakeholders and civil society.
  • Undertake other responsibilities, as provided for in the CEIU ToR.
  • Act as a role model for inclusive behaviors expected by the organization. Promote, support and drive diversity and inclusion within the organization and with external parties.
  • Promote a fair organizational culture by communicating goals, explaining the reasons behind the strategic decisions, and developing transparent mechanism or process within the organization.
  • Ensure accountability from team and actively contribute to the development of their career goals

 

Qualification Requirements

  • Masters-level degree, or equivalent, in the fields of governance and administration, law, economics, public policy, finance, conflict management or related discipline.
  • Suitability to undertake the responsibilities outlined above at the required level.
  • Minimum of 20 years of relevant international experience working on development issues within one or more multilateral development banks or equivalent in functions similar to those covered by CEIU, including within developing Asia.
  • At least 10 of those years will have been in a leadership function and position of influence within the institution(s), preferably managing a function relevant to the work of CEIU.
  • Familiarity with internationally recognized corporate governance and integrity standards and their application within international financial institutions.
  • Proven leadership and interpersonal skills, exceptional judgement and problem-solving capacity, professional and intellectual integrity, ethics and diligence.
  • Ability to actively listen, effectively interact and build trust across organizational structures, with the Board, Management, staff, government officials, counterparts, and staff of peer institutions and civil society.
  • Ability to provide vision and develop, manage, and adapt plans and resources to achieve influential results.
  • Strong analytical and evaluative competencies, a learning-oriented and growth mindset.
  • Clear and persuasive written, oral and digital communication skills in English-language.
  • Commitment to continuous institution-wide improvement, to fostering and retaining talent, and motivating a diverse team of high-level professional staff.
