The position is assigned in the Finance Sector (SG-FIN), covering Central West and South Asia, within the Sector Group (SG). SG-FIN is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the finance sector including sustainable and climate finance.

Job Purpose
The Financial Sector Specialist will provide technical inputs to support the development of financial sector policies in the context of poverty reduction, ensuring alignment with the overall financial sector strategy in consultation with relevant stakeholders within broad policies and objectives. Identify, develop, process and administer loan and technical assistance (TAs) projects and non-lending products and services in the financial sector, with particular focus on climate finance in Developing Member Countries (DMC), possibly with moderate levels of risk and complexity. The incumbent will report to Director SG-FIN covering Central West and South Asia and may supervise National Staff and Administrative Staff.
Responsibilities
- Provides information and analyses towards the development of policy and strategies for finance sector development in DMCs in consultation with relevant government agencies and Resident Missions.
- Contributes information and analyses for economic and sector work and interdepartmental working groups on finance sector.
- Provides inputs on financial products and regulatory frameworks for the finance sector including identifying entry points for private sector investments.
- Contributes as a team member to process loans including policy-based lending, financial intermediary loans and contingent disaster financing.
- Develops, processes and administers loan and TA projects in various finance subsectors.
- Participates in and contributes to internal and external training and conferences on climate finance, digital finance and other activities for advocacy, dissemination and knowledge building.
- Develops and maintains a suitable network on the finance sector including standard setting bodies and the private sector to keep abreast of new developments and issues.
- Provides leadership and supports to reporting staff including for their development.
- Performs other duties that may be assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
- A university degree in Finance, Economics, Business Administration or other related specialized fields, preferably at post-graduate level or its equivalent.
- At least 6 years’ relevant experience within the finance sector with exposure in full project cycle in a professional capacity.
- Ability to act as a team leader when required with supervision from the Director or a more senior team leader.
- Significant expertise within a specific area of ADB's operations, or breadth across multiple areas with in-depth knowledge within one area.
- Ability to mentor team members, providing guidance and advice on project or technical-related matters.
- Ability to coach team members to develop their capabilities/potential.
- Excellent oral and written communication skills in English including ability to interact with government counterparts in effective policy dialogue. The ability to speak another language used by a DMC in one of the two regions is an advantage.
- International experience working in development in several countries.
- Ability to work within a team including having interpersonal skills to work with others from different nationalities and cultural backgrounds is a requirement.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
