Description

 

Established in 1944, the World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for development solutions. The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions, and is introducing fourteen Global Practices as well as five Cross-Cutting Solution Areas to bring best-in-class knowledge and solutions to regional and country clients

 

Regional Context

 

The WBG serves 22 client countries in the East Asia and Pacific (EAP) region, with a total population of about 1.9 billion people and a GNI per capita of about $1,100. Clients range from middle-income countries to low income IDA only countries, and to fragile states and small island economies in the Pacific.

 

The World Bank's strategy in EAP is focused on fighting poverty and achieving the MDGs, by supporting growth; managing the challenge of rapid social and economic transition and promoting improved governance; maintaining engagement with the full range of clients by providing cutting-edge development knowledge and capacity; providing well-designed projects and demand-driven analytic work; and mobilizing partners to leverage the available financial and knowledge resources around common development goals and strategies.

 

Country Context

 

The Republic of Korea (ROK) is a key development partner of the WBG and the WBG Korea Office located in Songdo, Incheon, is designed as a hub and a conduit for WBG-ROK cooperation in other countries.  The WBG is committed to achieving diversity in race, gender, nationality, culture, and educational background. The WBG Korea Office, based in Songdo, Incheon, is looking for a dynamic and experienced professional to contribute to the delivery of Korea Office’s work program, focused on supporting knowledge sharing  and operational support and other office activities that are designed and implemented in ROK in partnership with WBG units, Korean partners, development partners, and country clients across the globe. The operations analysis will also support research and analysis on a wide array of topics and issues related to international development, help produce Korea Office reports, and provide some administrative support in the delivery of Office activities. The operations analyst supports the Special Representative and will function under the overall supervision of the Special Representative.

 

Roles and Responsibilities

 

The Operations Analyst will be responsible for the following:

 

  1. Work program and operational support: Contribute to the formulation, monitoring and assessment of the World Bank Group’s Korea Office strategy and overall work program, interacting with country and task team members and the client.  This also includes providing close support and assistance to the Special Representative.  Prepare business plans, work program agreements, as needed; and review and screen relevant documents/reports for consistency.
  2. Projects and programs (including trust funds): Contribute to specific operational activities, including the design and development of specific project/trust fund components (including costing, financing and disbursements aspects); draft implementation arrangements, co-financing coordination, supervision and management activities, as needed. Track Korea-financed World Bank projects/programs and identify and produce results stories and other relevant reports/materials/products as needed.  Prepare briefing materials on country program and project issues and follow up on program issues. Provide upstream review of project documents and knowledge products for consistency with the country strategy and risk management. Support the management of the Korea office trust fund.
  3. Research, analytical tasks and business development: Carry out substantive research and analytical tasks on a wide range of operational, country and sector issues, quantitatively analyze and interpret information/data, identify issues and recommend actions/solutions.  Prepare notes, papers and presentations based on analytical outputs.  Under the guidance of the Special Representative, prepare and complete reports/documents to management (e.g., Annual Meeting Report, minutes, etc.) or to external agencies, including the government units, as necessary.  Develop office program results metrics and tables as needed.
  4. Knowledge coordination: Assist in the development and implementation of a knowledge management strategy for the Korea Office. Organize knowledge exchange/study visit programs; produce knowledge products based on World Bank reports/activities; facilitate coordination and exchange of information among units within the Korea Office, Global Practice teams, and other internal and external parties contributing to or seeking knowledge on Korea’s experience with economic and social development; build and maintain up-to-date databases of the World Bank's contacts in relevant government agencies and recipient countries; and distill lessons learned from knowledge products, capturing tacit knowledge so it can be disseminated.
  5. Outreach and Partnerships (internal and external): Help promote effective communications with external and internal audiences by: serving as a focal point for external inquiries; writing, editing and disseminating briefing notes, speeches, brochures, blogs, presentations, result stories, opinion pieces, etc. about the World Bank and its activities and program in Korea; organize public events and conferences, as well as private sector engagement events (introducing WB business opportunities to Korean companies); and liaise with local media as needed; help develop new institutional partnerships with key universities, think tanks, and agencies.

Qualifications / Selection Criteria

 

  • Master’s degree or equivalent (in economics, business administration, political science, international affairs, public relations affairs, or any other related field) plus a minimum of 2 years of practical work experience.
  • Strong, comprehensive knowledge of the Korea country context, including political landscape, history, economy, and social issues.
  • Knowledge of and experience in applying operational processes and procedures, as well as a well-developed understanding of the work unit's strategy, objectives, work program, and of specific country and sector issues.
  • Proven ability to design, plan and implement knowledge management-related initiatives, including cross-team implementation of programs and events that involve knowledge creation and sharing.
  • Proven analytical and problem-solving skills and proven ability to apply these in carrying out complex research and operational tasks, identifying issues, presenting findings/ recommendations and contributing to resolution of sector and country issues.
  • Ability to perform a broad range of program management tasks in the work unit, e.g., monitoring the implementation of projects/trust funds under execution; monitoring the progress of country strategy; regularly preparing and reviewing progress reports, identifying and following up on issues, etc.
  • Excellent communications skills, both in writing (including editing) as well as oral. Strong command of English, and ability to interact diplomatically with clients and staff at all levels; and produce high quality written materials.  Fluency or proficiency in Korean is also essential.
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines.
  • Strong interpersonal skills and ability to work effectively with internal/external partners and promote collaboration in a multi-cultural environment.

NOTE: This is a local hire term appointment for 2 years, with the possibility of renewal depending on business needs and performance. The appointee will be based in the World Bank Country Office in Incheon, Korea.
