About GGGI

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. In the newly approved Strategy 2030, GGGI is driven by the vision of “a low-carbon, resilient world of strong, inclusive, and sustainable growth”. 

This year, GGGI has a budget of USD 56 million and operations in 33 countries that produce approximately 100 green growth policy advisory outputs, 35 adopted green growth policies, and 70 knowledge products as well as mobilizing approximately USD 700 million in committed green and climate finance per annum. By 2030, GGGI will grow to at least 50 countries if it can mobilize revenues on the order of USD100-110 million per annum. At this scale, GGGI targets to mobilize over USD16 billion in green and climate finance commitments for its members. Our ex-ante impact assessment shows that GGGI would support its members to reduce emissions by an estimated one Gigaton of CO2e, generate 2 million green jobs and provide sustainable services to 100 million people.

 

 

The Partnerships Unit is seeking a lead technical proposal writer to be part of our Journey to 2030, where the organization's ambitions will be implemented in a results-orientated environment with a strong focus on outcomes and impact, supported by robust pipelines of projects funded by various donors. 

The successful candidate will be part of the Governance, Strategy, Partnership and Communications (ODG) Division which is the front office of the Director-General and which coordinates the organization-wide business development and resource mobilization. The lead technical proposal writer will play a key role in delivering the commitments from Partnerships Unit of ODG Division.

 

PURPOSE

  • Drives the process of coordinating and consolidating inputs from internal stakeholders (different thematic, country and OED staff) to develop strong proposals based on robust theories of change, logframes, budgets, and alignment with internal and partner priorities and requirements.
  • Supports the development and implementation of GGGI-wide engagement strategies for a portfolio of resource partners (donors).
  • Develops training materials and guidance on the development of robust theories of change, logframes, budgets.
  • Supports the monitoring and review of institutional arrangements with partner organizations (e.g. memorandum of understanding).
  • Supports the Head of Partnerships in the delivery of the Unit's functions and GGGI's goals.

 

ENGAGEMENT

  • Edits, proofread and format documents/sections drafted by other contributors (including but not limited to colleagues from Strategy and Results, Impact and Evaluation, and Human Resource Units), to ensure accuracy, clarity, consistency, readability, appropriate tone and consistency with guidelines and standards requested by GGGI/donors.
  • Support the relationship building efforts of GGGI with staff of resource partners, raising awareness of GGGI's work, and identifying resource mobilization/business development opportunities, and identifying and communicating to the Head of Partnership the risks associated with concept notes a d proposals development. 
  • Effectively organizes and delivers any other assigned tasks by the Senior Leadership and Management of the Office of the Director General (ODG) within established business process, integrated with the work of colleagues within and outside of the Unit, to ensure timely and high-quality work outputs. 

 

DELIVERY

  • Write high-quality and winning technical proposal content, including technical sections, management and staffing sections, format CVs, resumes, and executive summaries.
  • Gather proposal information by identifying sources of information and synthesize basic ideas and raw content from various internal and external sources into a cohesive and comprehensive product.
  • Develops proposals by assembling information including project nature, logframe (objectives/outcomes/deliverables, etc.), implementation and evaluation approach, methods, timetable, staffing, budget, standards of performance, organization credentials; writing, revising, and editing drafts that meet highest standards and donors’ requirements.
  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors to follow-up to get their feedback; sharing regular updates on progress.
  • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
  • Ensure timely and quality final submissions compliant with donor regulations and instructions while reflecting the GGGI’s strategic orientations.
  • They make changes to bring a consistent tone to sections from different writers, ensure the content matches the RFP, and include standard or approved proposal language for legal sections according to company policy.
  • Supports implementation of business processes for proposal development, resource mobilization, providing advice and support to programmatic units. 

 

REQUIREMENTS

Qualifications

  • Masters Degree in business administration, international relations or similar relevant to the position.
  • A minimum cumulative 5 years of working experience, with at least 3 years work experience in writing proposals in responses to RFPs, RFAs.
  • Proven track record in successful technical proposals writing for various donors (public & private institutional donors, bilateral and multilateral agencies, foundations, etc.), including experience preparing and reviewing output-based budgeting and project procurement plans.
    • Exceptional writing and editing skills.
    • Experience working in a high-paced environment.
    • Strong organizational skills that demonstrates a high level of accuracy and attention to detail.
    • High level of proficiency in MS Office applications.
    • Outstanding interpersonal and communication skills.
    • Fluency in both spoken and written English is a requirement. Professional level of spoken and written French and/or Spanish would be an advantage.
      • Other experience/knowledge beyond proposal writing such communications/presentation is desired.
      • Proven experience applying OECD DAC Gender Markers in proposal development.
      • Proven experience consolidating and reviewing adequacy of reporting to donors to demonstrate compliance with funding agreements and build confidence reported results.
