The Directorate for Global Relations and Co-operation (GRC) supports the implementation of the Secretary-General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work in delivering on the Organisation’s Global Relations Strategy and the Secretary-General’s strategic orientations.
GRC is looking for one or more Junior Policy Analysts/Policy Liaison Officers with knowledge and experience in several regions, including South East Europe, the Middle East and North Africa, Central Asia, the Eastern Partner Region, Latin America, China, India and Southeast Asia to perform a variety of roles involving research, policy analysis and advice, liaison and communications, and event management. The selected persons will perform a range of tasks in support of the delivery of the GRC Divisions’ work programmes, which encompass such policy domains as digitalisation, green growth and sustainability, trade and transport connectivity, business environment reforms, gender and SME policies. The selected person(s) will work under the supervision of the relevant Head(s) of Division in GRC.
Main Responsibilities
Research, analysis and drafting
· Undertake quantitative and qualitative research to analyse economic challenges and identify policy barriers of relevance for the programme of work. This may include any/all of the following: analyses of documentary and statistical material, identification of relevant policy issues, organisation of capacity-building activities, case studies and development of tools to assist countries with the implementation of policy priorities.
· Help identify policy reform options, recommendations and road maps for reform implementation, based on OECD good practice through country specific and regional projects.
· In collaboration with colleagues and external experts, draft and edit substantive documents, including synthesis reports, seminar proceedings, country case studies and analytical papers.
· Provide relevant background information to help inform strategic decisions regarding engagement with non-Member countries and OECD donors.
· Track and monitor results of OECD work with Partner countries.
· Keep abreast of ongoing work in the Organisation relating to the regional work of the Division, as well as reports and analyses published by news media, governments and international organisations that are relevant to the programme of work.
· In collaboration with colleagues, draft and edit key internal documents, including agendas, letters, speeches, talking points, communicatons materials, internal briefings and strategy documents.
Liaison and Outreach
· Under the guidance of the Head of Division, act as one of the central points of contact ensuring co-ordination and strong relationships with external and internal partners by liaising with permanent delegations, senior management within the Organisation, and with officials and other high-level stakeholders in partner institutions, Member and non-Member countries.
· Liaise with officials of OECD and non-OECD countries and participate in OECD fact-finding initiatives.
· Design and deliver high quality capacity building activities such as seminars and workshops, for a variety of audiences.
· Support the conceptualisation and organisation of high-level events, such as ministerial meetings and regional policy networks.
· Assist in the preparation of missions, international workshops and other peer-driven capacity-building initiatives.
Co-ordination
· Follow up on matters that require attention, making proposals on workflow improvements and/or provide solutions as needed and support in co-ordinating Division contributions to corporate GRC and overall OECD priorities.
· Assist in the planning and organisation of meetings and missions relating to the Division’s activities, including both bilateral activities and high-level regional meetings.
· Take notes in meetings, prepare draft summary records, presentations, briefing notes, prepare and edit reports, carry out background research and present findings as required.
· Manage information flow, advise the Head of Division and other managers on a wide range of external and internal issues, relating to both substantive outputs as well as organisational matters, flag priority and sensitive issues and propose solutions as appropriate.
· Undertake other co-ordination tasks in the Division as needed.
Ideal Candidate Profile
Academic Background
· An advanced university degree in law or economics, economic development or equivalent.
Professional Background
· A minimum of one year’s professional experience dealing with policies/regions referenced above.
· Knowledge of the policy context of one of the regions indicated.
· Experience of working in a national administration or an international organisation would be an advantage.
Languages
· Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
· Knowledge of another language used in the regions mentioned above (e.g. Russian, Ukrainian, languages of Western Balkans, Arabic, Spanish, Portuguese, Chinese, Bahasa Indonesian and Indian) would be an advantage.

Contract Duration
One year fixed-term appointment, with the possibility of renewal.
