The Finance Department (FIN) of the IMF is seeking an experienced and qualified candidate for a Finance Officer position in the Pension Unit of its Administrative Expenditures and Control Division (AX). The division is responsible for controlling all Fund payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements. Activities under the administrative budget include the procurement of goods and services, the execution of payroll and associated staff benefits, allowances and pension benefits and the delivery of business and benefit travel services and seminars. Under the capital budget, this entails the execution of information technology projects, building construction projects and other facilities. The division also monitors changes in U.S. tax legislation and the impact such changes could have on the Staff Retirement Plan (SRP) and the IMF's tax allowance system. The Pension Unit is responsible for administering the Staff Retirement Plan for more than 3,000 active employee participants and over 3,400 retirees.

The Finance Officer will primarily assist with the duties and responsibilities outlined below:

• Ensuring that all payments are made in accordance with the Staff Retirement Plan (SRP) and Supplemental Retirement Benefit Plan (SRBP) and other established policy and procedures of the Fund and SRP committees.

• Conducting and processing regular and annual pension operations including (i) monthly pensioner payroll (“penroll”); (ii) calculation of pension benefits, allowances, and deductions; (iii) annual cost of living allowance adjustments; (iv) annual actuarial valuation; and (v) annual tax reporting, using PeopleSoft, and ensuring timeliness, accuracy, and compliance.

• Maintaining and updating business process documentation, internal controls, and Standard Operating Procedures. Delivering on process improvement.

• Contributing to the formulation, review, implementation, and administration of pension policies, procedures, and work practices.

• Supervising and guiding junior staff in delivering their assigned tasks.

• Helping research and analyze the impact of taxation issues and/or changes in U.S. tax legislation on the taxation of pensions.

• Assuming controllership responsibilities, supporting risk reporting and risk mitigation, and taking a lead on resolving complex issues.

• Recording and accounting for pension operations including journals, reconciliations, accruals, and fiscal year-end closing.

• Providing customer service and support for pension related correspondence and enquiries.

Throughout their work, the Finance Officer will liaise and manage relationships with other functions, as well as contribute to projects:

• Contributing to the effectiveness of IT activities and systems supporting pension administration; and

• Participating in system enhancement and transformation projects as assigned (spanning requirements gathering, design, documentation, and testing activities).

The Finance Officer will also support other Units within the Division as assigned.

Qualifications

Candidates must have an advanced university degree, or equivalent, in accounting, business administration, finance, human resources, or a related field, or professional accounting certification (such as CPA or CA); or bachelor's degree, supplemented by a minimum of six years of relevant professional experience is required.

The successful candidate should have knowledge of defined benefit/defined contribution pension schemes and U.S. taxation of individuals and retirement benefits. Previous experience with pension operations processing and administering pension plans is required. Proficient knowledge of standard data and analytical software tools is expected and experience with Peoplesoft and Workday is a plus. Experience in the design, operation and control of IT systems is desirable. Previous experience and knowledge of international organizations’ pension plans, benefit administration, and related accounting and administrative policies and procedures are preferred.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee,  they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
